Hi,
The last is a generic expression invented by the data base manager.
German Flugmeldemess Stellungen (radar-sites) were classified as 1', 2' and 3'ordnung based on the amount and type of equipment and the importance of the site. The lower the number the greater importance and hence amount of radar equipment.
