Thank you. Can I presume he was in both the Army and the Air Force? Can you tell me anything else about him? What is a "Command Pilot?"

Here's an indication about the presence of (then) Lt Col Howard Kelly in the UK in the early 1950s: see http://airforcehistoryindex.org/data/000/440/676.xml

Thru website fultonhistory I found references to Howard Kelly as well, including an assignment as Base Executive Officer at Rome Army Airfield, NY.

A U.S. Air Force pilot who has had at least 3000 hours in the air and not less than 15 years flying service
