Snautzer, the documents you posted were most helpful. Foreign workers were brought in because so many Germans of military service age were called up. Only those with certain skills were exempted.

A lot of the skilled foreign worker i.g. french aviation workers did not go to the german aviation production factories. The problem got realley bad after the huge losses 1941. Even the protected skilled german workers would get called up for the wehrmacht at quite a scale. Even though women were drafted in most did not work full shifts.

Using mostly worker from the east, part of the problem was solved.

Again, I recommend “The Wages of Destruction” by Adam Tooze, an extremly interesting book about the German war economy. Also worth reading is “Hitler’s Empire” by Mark Mazower which deals with the exploitation of the occupied territories. Both are in paperback.

Ten of thousand of French people went to Germany voluntary for work, to the point that it was a real issue in 1945 to find who was a voluntary worker and who was a forced one when people returned to France. Not to speak of the high number of French, Belgian, Dutch and so on people who were paid to build the Atlantic Wall, V1 launch bases and so on, or to build/repair airfields used by the Luftwaffe. Most of them were not politically motivated, but just need a work for money.
