The camera angle is not ideal,but it looks like the tail marking may be that of the Kasumigaura Kokutai.

Based on what can be seen I believe it may be J-BEOD which according to

http://www.airhistory.org.uk/gy/reg_J-3.html was a converted G3M1. The information from the site I have is my total knowledge of this machine,so I'd like to ask did it ever pass back into Navy service with the onset of the Pacific War?

What do you make of the digits under the wing of the Seagull?
Looks like '96' to me. The single Seagull supplied to Japan is not identified in the Putnam book.

These early Supermarine flying boats always makes me uncomfortable.
Japan received three Channels, as per the Supermarine book, again none identified.

I have to see if I can find something more in other books. Too tired now....
