I am no expert regarding French aircraft, and thank you for the additional information. I wonder how the Japanese got there? I have seen other photos of Japanese officers.

Simply by flying over Soviet Union which was friendly to both Axis powers until June 1941.

Yes, but the non-aggression pact does not mean that the high-ranking Japanese officers were flying across the USSR at will, or immediately after the pact was signed. And then, they would have roughly two-months for this supposed fly-over before the operation Barbarossa began.

Perhaps they got to Germany in a submarine instead.

During the time period, Vietnam was part of Indochina. I have no idea what the French were doing there.
