With the word "flughöhe" translating to something to do with measuring a flying height or altitude it's possible the plate comes off of an anti-aircraft gun.

one thing to point out is there is no information actually "IN" the "...flughohe" box...so I would ignore that altogether.
On plates I have seen an inspection stamp, as opposed to information, it was because that area did not pertain to the piece of equipment it was attached to. |
