Who is the Beobachter on the right side and the Officer on his left side?

The unit is 3 Nachtaufklst. The only possibility for the BO on the right is therefore Oblt Horst Krüger who was awarded it 3 Nov 41. The man on the left has no flying badges and unfortunately I cannot see a rank and any positive evidence that a RK is being hung around his neck

No definitely RK for the right chap and if Krüger he did not get the DKiG

There are further pictures of this ceremony and one shows the guy on the left having something put around his neck.

Hello, YES the left airman is wearing the Spanish Kreuz with Swords and another Spanish award on the right breast....and it seems he was also awarded the RK, from the third photo showing something around his neck being placed by a higher Officer.

Amazing....and nice photos indeed. Thanks for positive identification.

GenFeldmarschall Ritter von Leeb hands over the KC to Oblt Hans-Joachim Schibau und Oblt Horst Krüger, Nov. 04, 1941 in Pleskau, North Russia. Schibau was Chef 8./Flak-Rgt. 36 at that time.

Well known pic of Leeb, Schibau and Krüger. I have several pics of this ceremony, and this guy at ebay will sell this one for EUR 18,50 :D

@ Adriano: I have this 3 pics offered at ebay and another one showing both with the Ritterkreuz, some further pics of Schibau and Krüger.
Schibau fought in the Spanish Civil War as a Flak officer, decorated with the "Spanienkreuz in Gold mit Schwertern". He was decorated with the Ritterkreuz for destroying more than 20 russian tanks with his 8,8 Flak near Leningrad in autumn 1941.
Krüger flew several successful night recon missions in his Do 17 over the same area. In the mid 50s he joined the Bundeswehr (German Airforce) and achieved the rank of a generalmajor, served in high international staff positions (retired 1973), last was "General Manager of the NATO Multi-Role Combat Aircraft Development and Production Management Agency (NAMMA)".
