RAF abbreviation: D.C.D.
 
I've found a 1942 document about enemy interference with radar and communications which is signed:
G.C. Barker.
Scientific Officer.
for Squadron Leader.
D.C.D.
Does anyone know what "D.C.D." stood for?

Higher, Bruce. It isn't headed with anything but I'd infer it was within the Air Ministry and possibly (given that it pertains to Signals Intelligence) D.D.I.4.

Distribution includes Telecommunications Research Establishment and Air Ministry Director of R.D.F.

I just found it: D.C.D. = "Directorate of Communications Development"
