Col. Larner, US Attaché in London in 1941

I am trying to identify Col. Larner, the US Military and Air Attaché in London in 1941. Was he Col. Gorman DeFreest Larner, a WWI ace of the US Air Service?

Thanks Simon!

kutscha, the upper is P-47B, the lower seems a Loire-Nieuport LN.40 series dive bomber.
