KG 200 and Operation “Iron Hammer”

1) Could the planned Mistel attack on the the Soviet Hydro-electric dam supplying 75% of the power to the armament industry have been launched earlier? -if so what held it up?
2) Why did the Germans not think to attack this Soviet Hydro-electric dam when they were nearer to Moscow in 1941 to say early 1944?
3) Was the 8th AF Strafing attack which destroyed 18 of the Mistels coincidental or attributable to Ultra decrypts?
4) How could the Luftwaffe leave such an important Group close to conducting an attack of such supposed strategic import so unprotected (no air cover) and exposed (not deeply reveted in a remote wooded camouflaged field)?
5) Were there any repercutions to this apparent lack of security and disastrous outcome?

Thanx
