Plaque of a Glenn L. Martin 163 ?

A friend of mine found this plaque belonging to an Amercian plane. From Glenn L. Martin Co. So in France we think – directly – about the Glenn Martin 163 delivered from USA to France in 1939-1940. If so ... Whatever … Please what do you think about this plaque ? Any tracks …. Markings seems to inform us about “September 1939” …
Thank you
Philippe

I will check the B-26 'Flak Bait' in NASM Udvar-Hazy restoration shop. I have seen similar plates on various components of it, and most were Martin/Baltimore.

R-220054 is assembly part number of right stabilizer of Glenn-Martin F-167/Maryland
and left stabilizer is R-220053 and the central part R-220051.

Here's a shot of the plate on one of Flak Bait's flaps. I couldn't get to the stabilizer as it was high on a shelf.
