Unknown RK-Träger august 1941!

Attached a photo from august 1941. It was taken at FlH. Esbjerg/DK during an inspection by Gen. Wolff from Luftgau XI. It shows a Oberleutnant with RK in company with Wolff. He is not a pilot but observer. Does anyone know him???
