Biggin Hill Wing Commander on November 1941

Hi,

I'm interesting in who was the Biggin Hill Wing Commander on November 1941? I have poor copy of document and I'm not sure of his name. Was he W/Cdr Rankin? Or W/Cdr Nankin?
