credits for air-to-air victories?
 
With the recent passing of W/Cdr Oxby, I note that he is not listed in Aces High or other lists of RAF “Aces”. I presume this was a deliberate policy of the RAF that only pilots received official credits for air-to-air victories?--- Unlike Vietnam where USAF F-4 WSOs received equal credit for kills.

Was there ever any serious discussion about WWII radar operators receiving credit, or what it just always automatic that only the pilot did?

I am out on very thin ice here, but I believe the policy with the RAF in WW 2 was to give the pilot the credit. A quick look in Foreman's victory claims of WW 2 there is only what looks like pilots listed for Defiant claims.
The same goes for Blenheim, Beaufighter and Mosquito units. If the policy had been to give credit to the whole crew, I believe Foreman would have done so as well.
