Unknown decoration

I wish I have a better photo, but this is what I have. It looks to me that the decoration is in white and simmilar to Kriegsverdienst Kreuz. What do you think?

Forgot to tell you that the decoration is attached to the left side of the chest.

It looks like it, only the Croatian Naval Legion commander, to my knwledge, did not have anything with Spanish War. So, I presume it is not Spannish cross.
