Gun ID question?

A friend has a model P-08 Luger that he is trying to ID the source. The markings are:;

Anyone have any ideas or is there a web source/forum that might help?

A long shot is this site http://www.radix.net/~bbrown/police_unit_marks.html which suggests it belonged to the Prussian police
