USAAF: creation/activation

Hi!
What is the difference between creation of a Group and activation of same?

Creation is the administrative act of composing the mission (Fighter, Very Heavy Bomber, etc), crafting the TO&E, authorized officers and enlisted personnel, etc - a paper "Group".

Activation occurs when the Group is staffed and assembled at a real base.

Deployed occurs when the Activated Group has been trained as a unit and assigned to another location
