What the heck is that?
A dispatcher organization for aircraft earmarked for front-line units?

A pool or depot for aircrew, I think (as in the one at Quedlinburg).

There were two:

Frontfliegersammelstelle Quedlinburg for fighter crew
Frontfliegersammelstelle Dortmund for bomber crew

These were mainly used for aircrew who had been away from an operational front unit for longer than 30 days so they could be re-examined and re-certified as air-worthy for duty. Many or most of these crew members had been previously wounded and were returning to duty from hospitals and convalescence.

So, it's a pool for pilots, not aircraft.
