Hello. I'm new to this forum. Could someone please give me a little information on the officers name. I have pictures that will show his name (not my photos) courtesy of Brian. I'm currently doing research on this person so anything would help. Thanks

Page 69 of the .pdf starts with the "LOE" names. What is his name LOE???
