Gentlemen,

Has anyone got any clue on when and under what circumstances idiom "neck itching" appeared in Luftwaffe initially? How it originally sounds in German?

Exactly. There should be some triggering event for this idiomatic expression to emerge, perhaps regarding somebody specific?

In German they said "Halsschmerzen". Below is what I found on Wikipedia about it.

"In the military slang of the German soldiers the Knight's Cross is often referred to as the Blechkrawatte (tin-necktie). Glory-hungry soldiers seeking this medal (which was worn conspicuously around the neck or throat) were seen as suffering from Halsschmerzen: a cynical slang-term play on the word meaning "afflicted with throat trouble", having a "neck rash", "itching neck" or "sore throat". (Navy slang: Draufgänger: a U-boat commander who was viewed as a "daredevil" seeking to earn the Knight's Cross by being too aggressive in endangering his own submarine and crew in pursuit of enemy ships. Different degrees of the Iron Cross were awarded based upon the number and/or tonnage of enemy ships sunk.) The term Ritterkreuz-Auftrag ("Knight's Cross Mission") referred to a mission that was extremely dangerous, or a no-win situation."

No mention on when and where this expression came from.

Halsschmerzen — "sore throat" or "itchy neck;" used to describe a reckless or glory-seeking commander, implying an obsession with winning the Knight's Cross.
