Photo sources at SHAA and ECPA
 
Can someone explain to me what Luftwaffe WW II photo resources can be found at the ECPA and SHAA in France? What is the difference between the collections? From what sources do these come? What is the best method of reviewing their collections and obtaining copies for research purposes? How expensive is it? I'm specifically interested in the period from immediate pre-war to the end of 1940.

there aren't any Luftwaffe photos at the SHAA (now called the SHD)

you will find a lot of PK 'reportage' at the ECPA - but you have to go through the individual folders by hand - or get someone to do it....

prices are very expensive

Even worse, you must have a document from a publisher (this is not a problem for you I think), quality of their prints dropped significantly, and they claim copyright they do not own actually. Generally, under enemy property act you may publish all their stuff if you only manage to obtain decent prints or scans, stating that they are just PK photos.

I recently spent three days in the US National Archives Modern Military Branch in College Park, Maryland, and was able to take my portable scanner, plug it in and scan any photos that I wanted. Is such a thing allowed at the SHAA (SHD), ECPA or the BA? If so, how does one make arrangements to do this in advance?

It is not allowed in BA/MA to use either scanner or camera!

I know that in SHAA you may use camera to take pictures of documents, even if I have never done so myself, and I don't know if it is possible to copy pictures.

In SHAA, I don't think you will find PK pictures, but you may find pictures of crashed German planes taken (in 1940) by French photographs.
