Who is the man in the picture?

Do you recognize the smiling man carrying a bag (?) or something on his sholder? Look page 5/16 of this pdf-document:

What does the number btw stand for? Maybe I-II/KG 30`s code (4D+)?

I have been looking for a matrikel of KG 30`s crews with names and pictures. Is there any available?
