What would the translation of the titles Amtschef LC and Chef LCII to english be?

"LC" is an organization code for Technisches Amt (Technical Office), an independent office in the framework of Reichsluftfahrtministerium (Imperial Air Ministry).

"LC II" is a code for the Second Department of Technical Office which was responsible for the aircraft development.

So, the translation could be as follow:
der Amtschef - the Head of Office
der Chef der (Abteilung) LC II - the Head of Department II

As I know, the Head of Office was from the beginning until June 1936 Oberst Wilhelm Wimmer, the Head of Department was Major Dr.-Ing. Wolfram von Richthofen (before he went as Chief of Staff of the Legion Condor in Spain)
