ARP - What purpose was this for?
 
In this wartime photo, the ARP have created a crashed German bomber and crew, and are using it for an exercise. But why, as the ARP usually dealt with bombs and bombing and not dealing with crashed enemy aircraft?

The U.S. War Department created detailed and authentic training films. In the case of the UK, those who had never seen such a thing would be better served if they knew what to expect.

This appears to be film of the same incident (training exercise?) with a little explanation. Looks like several "emergency services" type units were involved.

Note the date was 1939. Things got "real" soon enough.
