Luftwaffe Officer Info Request

I have been searching for a Luftwaffe officer named Hubertus Kosalla. This name is engraved on my second model Luftwaffe dagger that was Veteran acquired. I have tried the Bundesarkive but due to privacy laws, they will not release any information to me. Any help would be most appreciated!
