I am sure that this is a mis-identification of a Russian twin-engined bomber, perhaps a Pe-2, as both this type and the P-37 had a twin rudder assembly although it may well have been a DB-3 or SB-2. The Luftwaffe fighter pilots made all sorts of erroneous identifications during Operation Barbarossa, claiming Curtiss and Seversky fighters, Martin bombers and Vultee ground-attack aircraft.
