Hi ksuther,
after the first worldwar the germans had no permission to build up a new Luftwaffe because it was forbidden to have engine-aircraft. This was a part of the versailles-contract.
So the "Reichswehr der Weimarer Repuplik" had done a secret contract with the sowjet. With this contract it was possible to sent yearly, from 1923-1933 ~240 pilots to airfield Lipetsk for practising. This was the beginning of the new Luftwaffe.
