If the German aircraft industry employed the same method as the British and US, then the werk nummer (tail number/MSN as now used) would be allocated to the airframe when it started the assembly sequence. This is/would be used to monitor the configuration of the aircraft.
From the information I have, sketchy as it may be, the werk nummers quoted were in a block assigned to the H-1 varient. I also read that the first two prototypes were converted from H-4s with the rest from H-6s.
It is a puzzle.
