I cannot say for certain. However, the FBI did have an international presence during World War II through its Special Intelligence Service, of which only one book of which I am aware exists. The Origins of FBI Counterintelligence by Raymond J. Batvinis.

Apparently, all intelligence services were involved in the war, including the shadowy Counter-Intelligence Corps which is far less documented than the OSS.
