AFAIK a Restkommando is a rear party, not a formal unit. It's a group that stays behind to clear up, e.g. making any "lame duck" aircraft flyable, when the main body moves. Alternatively a group that stays put to look after servicing/logistics at a rear base while the main body is deployed to a forward airfield for operations.

The opposite case is a Vorkommando, which goes ahead to prepare for a move by the main body.
