As for a set being found at NARA II, I never ran across it. I think, at most, I ran across a few of them in about 3 archive boxes. Now, NARA II is a warren's nest and maybe they are buried there as a complete set - probably right next to the Ark of the Covenant.
In my many weeks of research at the Federal Records Center in Suitland from 1979 to 1989, I often found what I was looking for in the Army and USAAF Assistant Chief of Staff G-2 "Serials and Publications" font or subset in RG 165 and RG 319. This was a huge repository for all intelligence serials, periodicals and similar publications that were intended to be retained in perpetuity as the record copy. IIRC, the two subsets together were around 5,000 linear feet of material. I would imagine that all of those titles and record group numbers have changed since then, but the subsets should still be intact at College Park. Perhaps NARA could be contacted as a very last resort because I think it would be relatively easy for an archivist to at least locate the series.
