Yes, I think that the top-wing bar was as you describe, and yes, I think that the white markings were usually on both sides of the tailplane. As far as I can tell from the limited photography (these bars were only in use for a short period before being washed off or overpainted) these white (or pink for some units) bars were on both the wings and the tail.
