First of all, the correct unit designation for these Staffeln were Seetransportfliegerstaffel 1, 2 and 3 respectively. All three Staffeln were given the common unit code 8A+ and carried the normal Staffel-lettters H, K and L for 1st., 2nd. and 3rd. Staffeln.

The Seetr.Fl.St.2 was formally established at the end of August 1943 from the Ju 52-Staffel (See) which had been locally and temporary formed by Luftflotte 2. Following a resting period in Germnay, this Staffel transferred to Norway late 1943 to replace Seetransportfliegertaffel 3. The unit remained in Norway for the rest of the war.

The Seetr.Fl.St.3 was also formed at the end of August 1943 by renaming the floatplane-staffel 1./Transportfliegergruppe 20 of Luflotte 5. This unit transferred from Hommelvik in Norway to Semlin and Saloniki during December 1943. It was finally disbanded in early September 1944.

Unfortunately, I have little info about the Seetransportfliegerstaffel 1.

The Ju 52 Aircraft for these three Staffeln were converted from land-planes to floatplanes during the summer and early autumn of 1943. Many of the aircraft came straight off the production lines in both Germany and France.
