I surmise that this was the case because the columns for machine gun and cannon ammunition expenditure are empty. That is somewhat strange, because the night air defences of Berlin were quite well developed by September 1942.

Brian, a note regarding the surname of the sergeant. It is likely that it was Стаднюк, rendered as Stadnyuk in Latin script. This is a reasonably common Ukrainian surname.
