I'll let you handle (1).

Koluft = Kommandeur der Luftwaffe. A senior officer (Obstlt., Oberst or Gen,Maj.) attached to the Stab of an AOK or Panzergruppe who commanded all Luftwaffe assets assigned to support said Heeres command, e.g., Aufklärungsstaffeln, Lw.-Flak units, etc.

Koflug = Kommando Flughafenbereich (Regional Airfield Command). Each of these subordinated from 3 to 7 or so Fliegerhorstkommandantur (Airfield Commands).
