You did not list all units equipped with He 114.
E.g. on 1.2.40 1./906 reports following a/c on hand:
6 He 60, 3 He 114, 7 He 59.
On 1.1.40 two He 114s in 3./806.
I have now no time to dig deeper but there were more squadrons equipped with this floatplane.
