TL+DR was no Überführungskennzeichen for two reasons:

1 A characteristic of the Überführungskennzeichen was that the last two letters on principle were composed of a consonant and a vowel (A, E, I, O, U).
D and R are consonants.

2 The RLM hat introduced the Überführungskennzeichen with a decree from September 23, 1937. With the introduction of the Stammkennzeichen in October 1939 the Überführungskennzeichen were insignificant.
