According to the book "Samoloty wojskowe w Polsce 1924-1939", p. 78 it is a PZL P.24 J photographed at PZL-WP1 factory in Warsaw-Okęcie in September 1939.
The enblem on the german aircrafts looks like a "Kriegsverdienstkreuz mit Schwertern" -> https://de.wikipedia.org/wiki/Kriegs..._Schwerter.jpg and https://en.wikipedia.org/wiki/War_Merit_Cross.
