Ten of thousand of French people went to Germany voluntary for work, to the point that it was a real issue in 1945 to find who was a voluntary worker and who was a forced one when people returned to France. Not to speak of the high number of French, Belgian, Dutch and so on people who were paid to build the Atlantic Wall, V1 launch bases and so on, or to build/repair airfields used by the Luftwaffe. Most of them were not politically motivated, but just need a work for money.
