I am pretty sure the "14" is short for Finnish (air) surveillance map grid 114. It was quite common in handwritten notes.
The Finnish grids were divided to four squares like this:

Each of the four squares was divided further to 9 smaller squares (like Germans did):

It is actually for maritime surveillance at Gulf of Finland, but has the air surveillance grid numbers, too.
North of
grid 114 (large open cyan/green numbers)
b would mean 4 German nightfighters operated over Finnish South coast, Inkoo or so. Anyway outside the Helsinki area (which was for JG 302).
New finding for me, even if I have read the meldung several times.
