The Luftwaffe top organization was fairly complex. It basicically consisted of:
ObdL = Oberbefehlshaber der Luftwaffe, a person (Göring) callsign of special command train
ASIEN.
Luftwaffe Chef d. Genst. a person with a small staff (OKL Fü Stab), callsign of GefStd ROBINSON. It's static GefStd changed location a number of times, but it could and did travel with Göring in a seperate train.
OKL = Oberkommando der Luftwaffe, the actual staff located for most of the war in Postdam, callsign of GefStd
