Books have been independently published, as well as published by publishers who have been in business for a long time. Perhaps you should consider doing the work yourself to resolve and document those things that interest you.
I can tell you from personal experience from over 40 years in publishing that people are not capable or do not want to do the work. That's fine. No one can force them.
I don't assume anything. The output of books in the military history category in English, and covering all time periods, has been quite substantial, year after year.
