May be my English is not good enough to draw a certain line between "non-serviceable" and "in repair" terms, but I can tell you that non-serviceable a/c means planes which are still in unit and were not written-off and were not sent to repair depots. I.e. the planes with light and sometimes moderate damage, which can be repaired by unit technical staff.

They were to be repaired by units' mechanics.

Regarding this particular table: nominator - total number, denominator - number of non-serviceable a/c.
