Sorry for the confusion about Ed (as I ment in Editor of this board, not Ed West first name :-))
I fully understand that Ed West has nothing to do with this.
I doubt that it is a pure dbase thing though, probably a result of poor scripting somewhere in the application. (Wrong use of the equivalent to Server.URLEncode for the scripting language used on the system)
