That should be only combat losses. In his book about Soviet and Russian losses in 20th century conflicts, Krivosheev mentions about 1500 fighters lost in combat in 1945 (by all service branches : VVS, VMF, and PVO) , and 5800 overall (This last figure may seem high but retired planes are considered (non-combat) losses).
