From the Luftwaffe 1939-45 website, I got the following:
Hptm Theodor Rossiwall was Gruppenkommandeur of II./NJG 4 from 1.10.42 to 13.1.43.
The name was Rudolf Stoltenhoff.
The Kommodore of NJG 5 on 1.1.43 was Maj Fritz Schaffer, 30.9.42 - 1.8.43.
Sorry, but I don't have anything on Hptm Tober.
