To my knowledge it should be "Fliegererkennungsblätter". I would assume these would be distributed to all units (Army, Airforce, Navy) that depended (intelligence, reconnaisance, Flak, generaly information ...) on recognizing specific types of armoury or a/c. There were/ still are also leaflets for ships, tanks, guns etc...
Aside from printed informations, also multimedia items (slides, movies, projectables) scale models for training purposes were distributed.
