According to the USAAF monograph on export of aircraft to allies the B-10B was not approved for export until 1938. Thereafter it was supplied to several countries. Up until 1936 there was a 12 month rule in effect that no AAF combat planes were released for export until more than 12 months after the second production a/c had been accepted by the USAAF. I have no specific data on the Spanish deal or why the B-10B was not released until 1938. I doubt it had anything to do with the political leanings of Spain or any other government.
