You are correct, SOC means Struck Off Charge. It depends what you have struck an item (or A/C) off charge from, for example,the general RAF inventory, in which case it is more than likely scrap or the inventory of the Unit that holds it. In this case it still exists but is no longer on the charge of that particular Unit. Purely a supply term and it depends on its context!!
