Looks like he used his reputation to do good instead of rising in rank.
According to the aforementioned biography p. 189/190 he made an effort to help Pour le Merite recipient Gotthard Sachsenberg, an unnamed Jewish WW1 pilot, and finally Jewish WW1 pilot Willi Rosenstein. Goering (or his staff) put a stop to this from that point onward.
Reservist when called up in 1939, service on staffs of Udet, Goering and Milch
No further detail, but it looks like the old eagles took care of one another, even if not always spectacular.
